A routing hook that acts as a zero-liquidity v4 pool, absorbing swaps via BeforeSwapReturnDelta and forwarding them to a configured Uniswap v3 reference pool for execution. Extracts a time-varying "pulse" fee (0.0005%–0.02%) from each swap's output and accumulates it as an ERC20 balance until harvested by the treasury.
