A minimal BaseHook mock implementation for Uniswap v4 that stubs beforeAddLiquidity, beforeRemoveLiquidity, beforeSwap, and afterSwap as no-ops. The beforeSwap returns a hardcoded fee value (4000) without the OVERRIDE_FEE_FLAG set, so it has no effect on swap execution.
