Implements VALS dynamic fees (e^[λ*(Δx/L)*σ]-1) based on off-chain signed toxic velocity parameters; fees are taken from the collateral (USDC) side and forwarded to a YieldDistributor rather than LPs. Requires a backend-signed SignedSigma in hookData for every swap.
