Collects a configurable USDC-denominated fee (up to 1%) on every swap using an internal TWAP oracle (circular buffer of 100 tick observations) to convert token amounts to USDC. Fees are deducted via beforeSwap/afterSwap return deltas and forwarded to a configurable recipient address controlled by the owner.
