BaseRegisteredA Uniswap v4 hook for Saturn Omnichain with only the afterInitialize permission. The afterInitialize callback is a no-op stub. Pool setup is handled externally via initializePools(), which delegates to a linked ISaturnOmnichainLiquidityBootstrapper to set the initial tick and mark the pool as initialized.
