BaseRegisteredA Uniswap v4 hook that enforces per-pool dynamic LP fee overrides. Pools must be pre-registered by an authorized factory before initialization; `beforeSwap` returns the registered fee with the OVERRIDE_FEE_FLAG set, overriding the pool's LP fee on every swap.
