BaseRegisteredA Uniswap v4 hook for the Saturn Omnichain protocol that sets the afterInitialize permission (callback is a no-op). Pool tick initialization is performed externally via initializePools(), which calls an external liquidity bootstrapper contract. No swap flags are set and swap behavior is entirely vanilla.
