BaseRegisteredA Uniswap v4 hook for the Saturn Omnichain project that registers only the afterInitialize permission. The afterInitialize callback is a no-op (returns the selector only). Includes an initializePools() function that delegates to an external ISaturnOmnichainLiquidityBootstrapper to bootstrap liquidity and record the initial tick.
