BaseRegisteredA Uniswap v4 hook for the Saturn Omnichain project that encodes the afterInitialize permission in its address. The afterInitialize callback is a no-op stub. Pool setup is performed via a separate initializePools() function that calls an external ISaturnOmnichainLiquidityBootstrapper.bootstrap() and records the resulting tick.
