BaseRegisteredA Uniswap v4 hook that enforces signed quotes for exact-input swaps. Each swap requires hookData containing a valid signature from an authorized quoteSigner; if the swap yields more output than the quoted maximum exchange rate allows, the excess is minted as ERC6909 tokens to an admin-controlled recipient.
