BaseRegisteredImplements a linearly-decaying dynamic LP fee (anti-sniper) that transitions from a high start fee to a lower end fee over a configurable duration, then locks in the end fee permanently. Maintains an internal TWAP oracle via a cumulative sqrt-price accumulator updated on each swap.
