BaseRegisteredA minimal hook with only the afterInitialize permission set, but performing no logic in that callback. Exposes an initializePools() function that calls an external ISaturnOmnichainLiquidityBootstrapper contract to record an initial tick and mark the pool as initialized. All swap, liquidity, and donate callbacks are no-op stubs.
