DecayFeeHook
BaseRegisteredCharges a linearly decaying swap fee on the unspecified currency (via afterSwapReturnsDelta), from a configurable start rate down to an end rate over a fixed decay window. When the fee is denominated in the launched token, it converts it to stock via a nested pool swap and credits all proceeds to a MultiPool contract as ERC-6909 claims.
