MevHookPGAUpgradeableV2 is a Uniswap v4 hook on Base, also known as UUPSProxy. A UUPS-upgradeable MEV-protection hook requiring EIP-712 signed authorization from a designated SIGNER_ROLE holder, or a pre-paid `unlock()` ETH donation, to allow swaps. Collects configurable swap fees minted to a fee recipient, and restricts pool initialization to native ETH pairs.
