Collects a configurable USDC-denominated fee (up to 1% in basis points) on swaps by intercepting input amounts via BeforeSwapDelta, using an on-chain TWAP oracle (circular buffer of 100 tick observations) to convert non-USDC swap amounts into USDC-equivalent fee values. Fees are forwarded to a configurable recipient.
