Charges a configurable PPM fee on swaps by taking a portion of the output via afterSwapReturnsDelta. ETH fees are forwarded directly to a configurable fee receiver; token fees are sent to a CabalFeeExecutor which sells them for ETH via a nested pool swap and forwards proceeds. Supports time-based launch fees with optional curved decay.
