BaseRegisteredA Uniswap v4 hook that applies a linearly decaying launch fee (anti-snipe) from a configurable START_FEE down to END_FEE over DECAY_SECONDS, then charges a flat fee. Pool initialization is restricted to a fixed MULTI_POOL address set at deployment.
