BaseRegisteredManages a set of ETH/political-token (PolToken) pools, routing all swaps through a per-pool allowlist (only the PolToken contract itself may be the swap sender). Charges a fixed 2% fee on each swap in ETH, tracks net daily ETH inflows per pool, and distributes governance token (POL) rewards to holders of whichever pool attracted the highest daily ETH inflow.
