LaunchFeeHook is a Uniswap v4 hook on Base. Sets a creator-specified dynamic LP fee (1%–3%) on pool initialization via afterInitialize. Only the authorized launchpad can open pools; the fee is read from launchpad.pendingLpFee() and written once using poolManager.updateDynamicLPFee().
