BaseRegisteredA dynamic fee hook for native ETH/TOKEN pools that charges 1–5% fees in ETH on both buys (via beforeSwap delta) and sells (via afterSwap delta). The fee scales with the previous swap's tick movement as a volatility measure. Pool creation is factory-gated via beforeInitialize; exact-output swaps are reverted.
