QubitorFeeHook
BaseRegisteredCharges a flat fee in basis points (up to 25%) on swaps involving a configured quote currency, extracting fees via poolManager.take() in both beforeSwap and afterSwap and forwarding them to a configurable fee collector. The fee rate can only be decreased (never increased) by the owner after deployment.
