BaseRegisteredA minimal hook for the Saturn Omnichain protocol. Only afterInitialize is enabled, but its callback is a pure no-op. The contract also exposes an `initializePools()` function that calls an external liquidity bootstrapper to record an initial tick, but this is independent of the hook mechanism.
