Collects a fixed 0.01% fee on exact-input swaps for stablecoin pairs by returning a BeforeSwapDelta that redirects fee tokens as ERC6909 claims to an immutable fee receiver address. The receiver can redeem accumulated fees via withdrawFees or emergencyWithdraw using the pool manager's unlock pattern.
