Fee-skimming hook that collects 0.2% (configurable up to 10%) from swaps involving a designated feeCurrency token, using BeforeSwapDelta and AfterSwapDelta to mint ERC-6909 claims on PoolManager. Owner can withdraw accrued fees; whitelisted aggregators and simulation quotes (tx.origin == address(0)) bypass the fee. Owner can pause all swaps.
