Implements a 64-phase buy/sell tax and dynamic LP fee system for pools containing the Complex64 (C64) token. Each swap deducts a phase-dependent tax from the C64 side of the trade, splits it between token burns and a treasury address, and advances or reverses the phase index based on swap direction (buy=forward, sell=backward).
