EthereumRegisteredA Uniswap v4 hook for the Saturn Omnichain protocol. Registers the `afterInitialize` permission but the callback is a no-op. Pool state (initial tick, initialized flag) is recorded by the separate `initializePools()` function which delegates to a `LiquidityBootstrapper` contract.
