Collects a configurable ETH-side tax (default 5%, max 5%, only decreasable) on every swap in an ETH/token pool. The fee is taken via return deltas in beforeSwap and afterSwap and deposited into a RewardsDistributor contract. Trading is gated behind a flag controlled by a launch controller address.
