A lottery hook that skims a 0.5% fee from each swap's output side into an epoch-based pot. At the end of each epoch (~7200 blocks), a winner is selected via sqrt-weighted lottery based on fee contributions, receiving 80% of the ETH pot; 10% rolls over and 10% is donated to LPs. Accumulated LOTO tokens collected as fees are burned at draw time.
