Implements a usage-grounded dynamic LP fee. The fee starts at 2.00% (cold ceiling), decreases by 0.05% per swap toward a resting floor, and drifts back up 0.005% per block of inactivity. Every 100 swaps, the floor permanently drops by 0.025% down to an absolute minimum of 0.25%. No owner or admin controls; all parameters are immutable constants.
