The fee starts at 25% at pool launch (triggered by a named seeder's first liquidity add) and decays linearly to 2% over 180 seconds. Tolls accrue as ERC-6909 claims inside the PoolManager and are paid to a fixed mosaic address via a permissionless collect function.
