A hook that charges a high but decreasing buy fee (starting at 95%, reducing by 100 bips per 5 blocks down to 10%) and a fixed 10% sell fee. Pool initialization and liquidity additions are restricted to an authorized StrategyPunk contract. Collected fees are split 80/20 between the StrategyPunk protocol and a configurable fee address.
