Tax hook for meme token pools that collects buy taxes (1% liquidity + up to 4% dev) via beforeSwap delta and sell taxes (4% liquidity + up to 2% dev) via afterSwap delta in ETH. Accumulated taxes are periodically used to buy meme tokens for protocol-owned liquidity via a LiquidityBlackhole contract. A soft circuit breaker applies an extra 5% sell tax when large sell volumes are detected within a rolling 10-minute window.
