EthereumRegisteredFee engine for StockPad's Uniswap v4 pools. Charges a configurable basis-point tax on the pair-side of each swap, distributed to registered token coin contracts. Features a linearly-decaying anti-snipe surcharge (starting at 99%) for the first 20 seconds after pool launch. Undeliverable fees are held as ERC-6909 claims and flushed on the next swap.
