Uniswap v4 hook that sets a dynamic LP fee (initially 2%) on pool initialization and restricts liquidity additions to full-range positions only. A privileged owner/executor role can update the LP fee at any time via `forceUpdateLPFee`, including zeroing it temporarily during arbitrage trades.
