EthereumRegisteredMinimal Uniswap v4 hook for the Saturn Omnichain project. Registers only the afterInitialize permission (the callback itself is a no-op). Pool initialization and tick recording are performed by calling initializePools(), which delegates to an external ISaturnOmnichainLiquidityBootstrapper contract. All other hook callbacks are no-ops.
