A Uniswap v4 hook that skims up to 5% of exact-input swap amounts as a fee, accruing it as ERC-6909 claims on the pool manager, redeemable permissionlessly to a configurable treasury address via `collect()`. The fee rate is owner-adjustable but can only be lowered from the initial 5% maximum.
