Volatility-based fee hook for ETH/token Uniswap v4 pools that charges ETH fees on buys (taken from input in beforeSwap) and sells (taken from output in afterSwap), with the rate scaling from a configurable base to a maximum (both within 0.3%–5%) based on the previous swap's tick movement. Fees are sent immediately to a per-pool fee recipient; the owner can retune base/max fee per pool within the hard band.
