A minimal Uniswap v4 hook for the Saturn Omnichain project with only the afterInitialize flag set. All hook callbacks are no-ops that return their selectors. The contract also exposes an `initializePools()` function that calls a liquidity bootstrapper to record an initial tick, but this is not part of the hook callback logic.
