A Uniswap v4 hook that charges a volatility-based ETH fee on every swap for ETH/token pools. Buy fees are taken from ETH input in beforeSwap; sell fees from ETH output in afterSwap. The fee rate scales dynamically between a configured base and max (1%–7%) based on the tick movement of the previous swap, with fees sent immediately to a per-pool fee recipient.
