A Uniswap v4 hook that charges a fixed WETH fee on every swap through registered pools, splitting proceeds between an immutable project treasury and protocol treasury. Fee configuration (feePips, protocolBps, recipients) is set once per pool at launch by a pinned launcher and cannot be changed.
