Charges a volatility-scaled fee on every swap in the pool's quote currency, with a rate that scales linearly between a base and maximum bps based on how far the previous swap moved the tick. Fees accumulate as ERC-6909 claims on the PoolManager and are forwarded to an immutable fee wallet via a permissionless sweep. Only exact-input swaps are supported; exact-output swaps always revert.
