Charges a realized-volatility fee on every exact-input swap, scaling linearly between a base rate and a max rate (both immutable) based on how far the previous swap moved the tick price. Fees are collected in the pool's designated quote currency as ERC-6909 claims and forwarded to an immutable fee wallet via a permissionless sweep() call.
