A volatility-based fee hook for RareLaunch pools that charges a configurable fee (0–6%) in the pool's quote currency on buys (beforeSwap) and sells (afterSwap), splitting fees 75/25 between the pool creator and platform operator. Only the bound launcher factory can initialize pools, and fees can only be lowered (never raised) by the creator after launch.
