RobinhoodRegisteredA fixed 2% swap fee hook for graduated reflection-token pools. It collects ETH fees via return-delta callbacks in beforeSwap (for ETH-specified swaps) and afterSwap (for token-specified swaps), forwarding fees to the factory's per-token creditGraduatedFee() bucket. Pool creation is restricted to the factory's graduator contract via beforeInitialize.
