UnichainRegisteredSingleton hook for Unilaunch pools that dynamically adjusts LP fees using a volatility oracle and executes limit orders on every swap. A surge multiplier is applied on top of the base fee after high-volatility events (CAP detections), decaying linearly over a configurable duration. New pools are blocked from swapping until the block after registration.
