Charges a fixed 4% fee on all swaps in ETH-paired pools (currency0 = native ETH), always denominating the fee in ETH and routing it directly to an immutable treasury address. The fee is taken in beforeSwap when ETH is the specified currency and in afterSwap otherwise, using return-delta hooks.
